This paper addresses coordination challenges in the Norwegian welfare state by focusing on the tension between different principles of specialization and mechanisms of coordination in a multi-level governance system. The attention is on the NAV-reform - the new labour and welfare administration in Norway. Characteristics of coordination problems in the central government and in the relation between central and local government during the past ten years are outlined and the challenges of such problems for the NAV-reform are discussed. In the NAV-reform coordination by hierarchy and by partnership goes in tandem and the first experiences of this combination in the implementation process are addressed. It is shown how a complex specialization in the NAV-reform combining specialization by purpose represented by the central government and by territory represented by the municipalities imply that bureaucratic hierarchical coordination is combined by coordination through network and partnership. This complex model is creating a challenging balance of different considerations. Oppmerksomheten rettes særlig mot NAV-reformen - den nye arbeids- og velferdsforvaltningen. Det redegjøres for hvilke samordningsproblemer som har preget den norske sentralforvaltningen og relasjonene mellom stat og kommuner i løpet av det siste 10-året og hvilke samordningsutfordringer som kan oppstå i NAVsammenheng som en følge av dette. Ut fra disse samordningserfaringene diskuteres de konkrete ufordringer man nå ser ved innføringen av NAV-reformen hvor byråkrati og partnerskap går hånd i hånd. Det vises hvordan en kompleks spesialisering i NAVreformen gjennom å kombinere geografiske hensyn, representert ved kommunen og sektorielle hensyn, representert ved statlige etater medfører at byråkratisk samordning gjennom hierarki og sentral styring kombineres med samordning i nettverk og partnerskap. Dette er en utfordrende balansekunst mellom motstridende hensyn.
