Politisk styring og institusjonell autonomi – tre illustrasjoner

Abstract

This article is about the problems connected to political governance at the one hand, and institutional autonomy on the other. The assumption is that the relation between the two displays a fundamental contradiction, especially when considered in relation to the New Public Management trend. Whilst there is a tendency to centralize political leader- and ownership, there’s also an evident trend towards yielding more autonomy towards subordinate units in the public sector. One tries to ensure the capacities for central governance for reasons of legitimacy, while at the same time trying to ensure efficiency in administration. The overall empirical background for this article is the media coverage of eleven different cases, relating to three specific sectors of public activity. The main focus is on the exploration of the problems pertaining to steering and autonomy, although attention is directed towards contextual elements that need to be considered. The principal argument is that the problems connected to governance and autonomy has effects on other aspects of public life, and tha t a variety of contextual aspects must be considered when studying political governance and institutional autonomy.

Dette notatet tar opp problematikk knyttet til det antatte dilemmaet mellom politisk styring og institusjonell autonomi. Forventningen er at forholdet mellom de to er preget av en grunnleggende motsetning, knyttet til ulike ideer og trender som i stor grad kan settes i sammenheng med New Public Management. Samtidig som en ønsker å sikre sentral styring gjennom å sentralisere myndighet og eierskap, søker en å effektivisere og strømlinjeforme gjennom å tildele underordnede enheter en friere stilling. Det empiriske utgangspunktet er elleve forskjellige case fra tre ulike politikkområder, hvor datagrunnlaget i hovedsak er knyttet av mediedekningen av sakene. Fokus ligger på en utforsking av selve problemstillingen, sammen med en utpeking av områder som bør tas hensyn til ved studier av forholdet mellom styring og autonomi i offentlig sektor. Hovedargumentet er at spennet mellom styring og autonomi har konsekvenser for andre aspekter ved offentlig virksomhet, og at en rekke kontekstuelle variabler spiller en rolle for forholdet mellom de to.
